Direct answer: at annual public prices, one seat costs DocuSign Personal USD 120/year, Dropbox Sign Essentials 180/year or PandaDoc Starter 228/year (Free is USD 0 but caps at five documents a month); three seats cost DocuSign Standard 900, Dropbox Sign Standard 900 (two-seat minimum, from 600) or PandaDoc Starter 684; ten seats cost DocuSign Standard 3,000 (1,000 envelopes a year), Dropbox Sign Standard 3,000 (unlimited signature requests) or PandaDoc Starter 2,280 (unlimited UI documents). For automation, payments, bulk send or web forms, ten seats of DocuSign Business Pro cost 4,800 and PandaDoc Business 5,880.

This guide is for founders, sales operations, admin, legal and IT teams buying e-signature or contract-signing software. Data cut-off: 5 November 2026; prices are US public list prices in USD, excluding tax, with no FX conversion; the TCO is an editorial calculation, not a vendor quote. The three products are not the same thing: DocuSign and Dropbox Sign are pure e-signature, while PandaDoc puts document editing, proposals, approvals and signing in one workflow. Comparing only the per-seat price will lead to the wrong purchase.

Three rules to remember

Count annual envelopes, signature requests or documents before counting seats; confirm minimum seats, annual commitment and quota caps before comparing unit prices; finally add SMS, identity verification, API usage, SSO, data residency and tax. A USD 10 DocuSign Personal seat and a USD 49 PandaDoc Business seat are not the same purchase.

Three positions: pure signing, unlimited signing, document workflow

DocuSign centres on e-signature with Personal, Standard and Business Pro, plus Enhanced and IAM above them (unlimited envelopes plus AI, custom quote). Dropbox Sign is also pure e-signature, selling unlimited signature requests on every paid plan and splitting by one user, two or more users, and five or more users. PandaDoc is a document workflow: Starter already includes unlimited document uploads and e-signature, Business adds quotes, CRM, approvals, web forms and bulk send, and Enterprise adds CPQ, workflow automation, SSO and team workspaces. All three sign contracts, but the procurement question differs: DocuSign asks “are there enough envelopes?”, Dropbox asks “do you need unlimited?”, and PandaDoc asks “do you need proposal-to-signature in one flow?”.

The official 2026 price lists

DocuSign has three billing modes: annual paid upfront (cheapest), annual billed monthly (about 10–20% more) and pure monthly (most expensive). Personal is 10/11/15 USD/month, Standard 25/30/45 and Business Pro 40/45/65; annual totals are 120/300/480 and 132/360/540. Dropbox Sign is 15 annual and 20 monthly for Essentials, 25/30 for Standard, with Premium custom; Essentials is one user, Standard two or more, Premium five or more. PandaDoc is 19 annual and 35 monthly for Starter, 49/65 for Business; Free is USD 0 with five documents a month; Enterprise is custom.

1 / 3 / 10 seats: annual TCO

One seat: DocuSign Personal 120, Dropbox Sign Essentials 180, PandaDoc Starter 228 (Free is 0 but five documents a month). Three seats: DocuSign Standard 900, Dropbox Sign Standard 900 (two-seat minimum 600), PandaDoc Starter 684. Ten seats: DocuSign Standard 3,000, Dropbox Sign Standard 3,000, PandaDoc Starter 2,280. For automation and payments: ten seats of DocuSign Business Pro 4,800 and PandaDoc Business 5,880.

Option (annual)1 seat/year3 seats/year10 seats/yearQuota

PandaDoc Starter 192286842,280Unlimited UI documents
PandaDoc Business 495881,7645,880Unlimited UI documents + quotes/approvals

Editorial calculation, not a quote. = annual monthly price × seats × 12; DocuSign uses annual-upfront prices (Standard 25, Business Pro 40); Dropbox Sign Standard has a two-seat minimum, so three seats are 900 and ten are 3,000; PandaDoc Starter/Business use 19/49. Excludes tax, SMS, identity verification, API credits, SSO, data residency, training and integrations.

The easiest misreading is this: at ten seats DocuSign Standard and Dropbox Sign Standard both cost 3,000, but the quota is completely different. DocuSign gives ten users 1,000 envelopes a year, after which you upgrade to Enhanced or renegotiate; Dropbox Sign is unlimited. PandaDoc Starter at 2,280 is the cheapest paid option, but it sells “unlimited UI documents plus document editing”, not pure signing volume; API, automation and bulk send consume credits separately. At three seats PandaDoc Starter at 684 is 216 below the other two at 900, but if you only need a signature and not proposals or approvals, the saving buys a more complex workflow.

Annual upfront vs annual billed monthly vs pure monthly: ten seats

DocuSign annual upfront is cheapest: Standard for ten seats 3,000 and Business Pro 4,800; annual billed monthly rises to 3,600/5,400 and pure monthly to 5,400/7,800, 80% above annual upfront. Dropbox Sign Standard is 3,000 annual and 3,600 monthly; PandaDoc Starter is 2,280 annual and 4,200 monthly, while Business is 5,880 annual and 7,800 monthly. The price of monthly billing is not an interest rate but a higher price for cash flow and the ability to stop.

Option (10 seats)Annual upfront/yearAnnual billed monthly/yearPure monthly/yearMonthly premium
DocuSign Standard3,0003,6005,40080%
DocuSign Business Pro4,8005,4007,80063%
Dropbox Sign Standard3,000— (no such tier)3,60020%
PandaDoc Starter2,280— (no such tier)4,20084%
PandaDoc Business5,880— (no such tier)7,80033%

Editorial calculation, not a quote. = monthly price for each billing mode × 10 × 12; DocuSign annual upfront 25/40, annual billed monthly 30/45, monthly 45/65; Dropbox annual 25, monthly 30; PandaDoc annual 19/49, monthly 35/65. Excludes tax, add-ons and usage fees; “—” means the official page has no such billing tier, not that it cannot be negotiated.

Annual upfront also has a constraint: DocuSign says you may cancel within 30 days without penalty, after which you must pay the remaining annual balance; the saving is bought with an annual commitment. Monthly suits a one- or two-month project or a POC before committing, but ten seats of PandaDoc Starter at 4,200 monthly is 1,920 more than the 2,280 annual price, enough for more than eight extra months. A one-month real-contract test before switching to annual is usually safer than committing immediately.

Quota: 100 envelopes/user/year vs unlimited signature requests vs unlimited UI documents

A DocuSign “envelope” is one send/signature transaction and can contain several documents and signers; Personal is five envelopes a month, Standard/Business Pro annual is 100 envelopes/user/year (1,000 a year for ten users), while the monthly page says ten envelopes/user/month (about 120 a year). Dropbox Sign is unlimited signature requests on every paid plan, so cost follows seats only. PandaDoc Free is five documents a month shared; Starter/Business are unlimited for documents created in the UI, but API, automation, bulk send and web forms consume usage credits, billed at the order-form unit price or up to USD 5 per document.

OptionAnnual fee/seatQuotaCost per document at 100/yearCost per document at 500/year
DocuSign Standard300100 envelopes/user/year3.00Not available (cap 100)
DocuSign Business Pro480100 envelopes/user/year4.80Not available (cap 100)
Dropbox Sign Standard300Unlimited signature requests3.000.60
PandaDoc Starter228Unlimited UI documents2.280.46
PandaDoc Business588Unlimited UI documents5.881.18

Editorial calculation, not a quote. Cost per document = annual fee/seat ÷ annual volume; DocuSign uses 100 envelopes/user/year and cannot be spread over 500 because the cap requires Enhanced/IAM or a new contract; Dropbox/PandaDoc “unlimited” follows the official page, while PandaDoc API/automation/bulk send still consume usage credits. Excludes tax, SMS, ID verification and add-ons.

The real question is how much you send a year. At 20 documents per user per year, DocuSign Standard and Dropbox Sign Standard both cost 15 per document and PandaDoc Starter costs 11.40; at 500 per user per year, DocuSign Standard does not allow it, Dropbox falls to 0.60 and PandaDoc to 0.46. At low volume the seat price dominates; at high volume the quota dominates, and that is the core difference among the three.

Hidden costs: SMS, identity verification, usage credits, SSO

DocuSign SMS starts at 0.36–0.40 per delivery and ID verification at 2.40–2.50 per attempt (varying by billing mode); Enhanced/IAM and more than 50 users go through sales; annual is a commitment, and cancelling after 30 days means paying the remaining balance. Dropbox Sign SMS authentication is an add-on sold through sales, and SSO/data residency/multi-team sit in Premium; Standard has a two-seat minimum. PandaDoc API, automation, bulk send and web forms consume usage credits, billed at the order-form unit price or up to USD 5 per document; SSO, notary and CPQ are Enterprise; the trial is 14 days and unused documents do not roll over.

Capability matrix: signature, templates, proposals, payments, SSO

All three cover pure signing: templates, audit trail, reminders, mobile signing and multiple languages. DocuSign is strong on brand, integrations, compliance and large-customer delivery, with Business Pro adding payments, web forms and bulk send. Dropbox Sign is strong on unlimited signature requests and simple pricing, but proposals/CPQ are not its focus. PandaDoc is strong on document editing, quotes, approvals, deal rooms and payments, fitting a sales proposal-to-signature flow. For SSO/data residency, DocuSign needs Enhanced/IAM, Dropbox needs Premium and PandaDoc needs Enterprise.

Which option fits which scenario?

Individual/freelancer sending fewer than 60 envelopes a year: DocuSign Personal 120 or Dropbox Sign Essentials 180; if five documents a month is enough and branding does not matter, PandaDoc Free. A three-person sales team needing proposals plus signature: PandaDoc Starter 684; with CRM/approvals/web forms, PandaDoc Business 1,764. Ten people signing at low volume: Dropbox Standard 3,000 (unlimited) or DocuSign Standard 3,000 (1,000 envelopes/year); above 1,000 a year choose Dropbox. Ten people with heavy automation/payments: DocuSign Business Pro 4,800 or PandaDoc Business 5,880. Enterprise SSO/data residency: DocuSign Enhanced/IAM, Dropbox Premium or PandaDoc Enterprise, all by quote.

  • Individual/freelancer: DocuSign Personal at 120/year is cheapest with five envelopes a month; Dropbox Essentials at 180/year is unlimited; PandaDoc Free is 0 but five documents a month.
  • Three-person sales/proposals: PandaDoc Starter 684/year; for CRM, approvals, web forms and bulk send, Business at 1,764/year.
  • Ten people, pure signing: Dropbox Standard 3,000/year unlimited; DocuSign Standard 3,000/year but only 1,000 envelopes a year, so heavy senders hit the cap.
  • Ten people, heavy workflow: DocuSign Business Pro 4,800/year (payments/forms/bulk send); PandaDoc Business 5,880/year (quotes/CRM/approvals).
  • Enterprise compliance: DocuSign Enhanced/IAM, Dropbox Premium, PandaDoc Enterprise; confirm SSO, data residency, multi-team and notary separately.
  • Mainland China contracts: this article compares US list prices only; domestic signing also requires checking reliable e-signature requirements, provider qualifications and cross-border data rules under the PRC Electronic Signature Law.

What should procurement and acceptance specify?

At least eight things: annual volume (count envelopes, signature requests and documents separately), seats and minimum seats, annual/monthly/annual-billed-monthly, quota caps and what happens beyond them, SMS/ID/API credit add-ons, CRM/SSO/data residency, legal validity and retention, and a two-week real-contract POC. The POC should use the same contracts and record send success, completion time, mobile experience, reminders/expiry, audit export and team satisfaction, not just the demo.

  • Volume: count envelopes, signature requests and documents separately; one DocuSign envelope can contain several documents and signers.
  • Seats: Dropbox Standard requires two seats; DocuSign Personal is one user; PandaDoc Free allows a team but only five documents a month.
  • Cycle: DocuSign annual upfront is cheapest, annual billed monthly about 10–20% more, monthly the most; annual is a commitment, and cancelling after 30 days means paying the balance.
  • Quota: DocuSign 100 envelopes/user/year annual (10/user/month monthly); Dropbox unlimited; PandaDoc unlimited UI documents but API/automation consume credits.
  • Add-ons: DocuSign SMS 0.36–0.40/delivery and ID 2.40–2.50/attempt; Dropbox SMS authentication by quote; PandaDoc overage up to USD 5/document.
  • Integrations: CRM (Salesforce/HubSpot), Google/Microsoft 365, Slack, payments; confirm two-way sync and API limits.
  • Security/compliance: SSO/SCIM, data residency, audit export, retention, and eIDAS/ESIGN/PRC Electronic Signature Law applicability.
  • POC: two weeks, real contracts, 5–10 people; record send success, completion time, mobile, reminders, audit export and satisfaction.

FAQ

One person: what is cheapest?

DocuSign Personal at 120/year (10/month, five envelopes a month) is cheapest; Dropbox Sign Essentials at 180/year (15/month) is unlimited; PandaDoc Free is USD 0 but only five documents a month, and Starter is 228/year. For occasional signing choose DocuSign Personal; for unlimited volume choose Dropbox Essentials; for document editing/proposals choose PandaDoc Starter.

What about a three-person team?

Pure signing: DocuSign Standard 900/year or Dropbox Sign Standard 900/year (two-seat minimum, from 600); Dropbox is unlimited while DocuSign gives 300 envelopes/year (three users × 100). For proposals, quotes and approvals: PandaDoc Starter 684/year; for CRM/web forms/bulk send: PandaDoc Business 1,764/year.

What about ten people?

Pure signing: Dropbox Standard 3,000/year unlimited; DocuSign Standard 3,000/year but only 1,000 envelopes/year, so above that you need Enhanced/IAM or a new contract. For automation/payments: DocuSign Business Pro 4,800/year; for quotes/CRM/approvals: PandaDoc Business 5,880/year. If budget comes first and you only need documents plus signature: PandaDoc Starter 2,280/year.

Are DocuSign's 100 envelopes/user/year enough?

At 100 per user per year that is about 8.3 a month; ten users get 1,000 a year. Personal is five a month (60 a year). If sales, procurement or HR send more than 8–10 a month per person, annual Standard/Business Pro hits the cap; the monthly page says ten/user/month (about 120 a year), but the monthly price is higher. Beyond the cap you either upgrade to Enhanced/IAM or move to Dropbox/PandaDoc.

Is Dropbox Sign really unlimited?

The official pricing page says “Unlimited signature requests with no hidden fees”; every paid tier is unlimited. Essentials is one user at 180/year, Standard is two or more users at 300/seat/year (from 600) and Premium is five or more by quote. The limits are seats, SSO/data residency/multi-team (Premium) and add-ons such as SMS authentication, not signature volume.

How is PandaDoc different from pure e-signature?

PandaDoc connects document editing, templates, content library, quotes, approvals, deal rooms, signing and payments in one flow; Starter at 19/seat/month annual includes unlimited UI documents and e-signature, Business at 49 adds CRM, approvals, web forms and bulk send, and Enterprise adds CPQ, automation, SSO and notary. If you only need a signature, DocuSign or Dropbox is enough; PandaDoc pays off when you need proposal-to-signature.

What is the difference between annual upfront, annual billed monthly and monthly?

For ten seats of DocuSign Standard: annual upfront 3,000, annual billed monthly 3,600 and pure monthly 5,400, so monthly is 80% above annual upfront. Dropbox Standard is 3,000 annual and 3,600 monthly (20% more); PandaDoc Starter is 2,280 annual and 4,200 monthly (84% more). Annual saves money but locks a year; if unsure, run a one-month POC on monthly billing first.

What other costs are hidden?

DocuSign: SMS 0.36–0.40/delivery, ID verification 2.40–2.50/attempt, Enhanced/IAM custom, more than 50 users through sales, and the remaining annual balance after the 30-day cancellation window. Dropbox: SMS authentication add-on, SSO/data residency/multi-team only on Premium, two-seat minimum on Standard. PandaDoc: API/automation/bulk send/web forms consume credits, overage up to USD 5/document; SSO/notary/CPQ on Enterprise. None includes tax.

Research method and limitations

This article separates “official facts” from “editorial modelling”: plan prices, billing modes, quotas, minimum seats and add-ons come from the three official pricing pages; the 1/3/10-seat TCO and cost per document are annual fee × seats × 12 arithmetic, not a vendor quote. It does not compare completion rates, deliverability, template usability, mobile experience or legal validity.

Eight limitations: (1) only US public list prices are compared, excluding tax, SMS, ID verification, API credits, SSO, data residency, training and integrations; (2) DocuSign has annual-upfront, annual-billed-monthly and monthly prices, and the TCO uses annual upfront while the monthly comparison is separate; (3) DocuSign annual is 100 envelopes/user/year and monthly is ten/user/month, so the quota changes with billing mode; (4) Dropbox Sign Standard has a two-seat minimum and Premium is five or more and custom; (5) PandaDoc's “unlimited documents” means documents created in the UI, while API/automation/bulk send are constrained by usage credits and overage up to USD 5/document; (6) real-contract completion, reminder delivery and mobile experience were not tested; (7) SSO/SCIM, data residency and certification availability by tier were not verified; (8) mainland China network, data compliance and local pricing are excluded, and domestic contracts require separate checks under the PRC Electronic Signature Law. Treat this as a unit-alignment template and replace assumptions with a two-week real-contract POC.
