Direct answer: the TCO of a corporate website is not the build quote. It is one-time implementation, content and translation, platform fees, maintenance, updates, migration/integration, training and internal labour, all measured over the same horizon. This page provides an interactive calculator. The default example — one site, 30 pages per site, two languages, eight updates a month, standard custom — has first-year external cash of about CNY 63,200, a five-year total of about CNY 328,400, and internal labour of about CNY 183,500 (55.9%).

It is for 5–500-person SMEs, manufacturers, service firms and exporters, and for procurement, finance and management reviewing a supplier quote. The scope is a corporate marketing/lead-generation website, not a large e-commerce platform, standalone app, complex business system or advertising spend. Defaults and examples demonstrate the method; they are not a Lingyi or supplier quote and not an industry average. Every input can be replaced with your project data; the formulas, assumptions, sources and limits are set out below.

Three rules before you start

First-year quote ≠ five-year TCO; count internal labour separately; compare every path over the same scope. A low-cost path may recover the difference through content, translation, updates, migration and redesign; an expensive path may simply be over-scoped.

What does the calculator model?

It splits cost into one-time external, annual external and internal labour, then calculates annual cash flow and cumulative TCO. It also shows cost per page, a four-path comparison and five sensitivity cases. It does not forecast rankings, AI citations, traffic or inquiries.

Cost layerFormulaIncludesExcludes
One-time externalBuild × sites + content + translation + migration + integration + training, then × (1 + contingency %)Design and development, content, translation, legacy migration, API integration, training and contingencyTax, travel, advertising, financing, depreciation, internal IT allocation
Annual externalPlatform/hosting × sites + build × maintenance % + monthly updates × 12 × update cost + toolsHosting, CDN, backup, security updates, minor changes, content updates, analytics/forms/certificatesMajor redesign, replatforming, extra sites, emergency work beyond SLA
Internal labourMonthly internal hours × 12 × blended internal rateContent, approval, data, vendor coordination, testing and publishingTotal payroll, recruitment, office space, internal IT allocation
Five-year totalOne-time external + Σ annual external × (1 + escalation)^(t−1) + Σ internal labour × (1 + escalation)^(t−1)External cash and internal opportunity cost over the same horizonRedesign, replatforming, M&A, FX and tax changes that have not occurred

The model is deterministic arithmetic, not a Monte Carlo simulation. Default escalation is 3% and contingency 12%. All amounts are pre-tax CNY, rounded to the nearest yuan; table totals may differ by CNY 1 from the sum of rounded rows.

What do you enter?

Enter scope first (sites, pages, languages, updates), then external costs (build, platform, maintenance, content, translation, migration, integration, training, tools, contingency), then internal hours, labour rate, escalation and horizon.

A “page” is one accessible URL. If product filters, tag pages or parameter combinations generate many URLs, count their actual maintenance load separately; 30 pages may not cover them.

Why a first-year quote misleads

Because a quote often covers only design and development; content, translation, migration, integration, updates, training, internal approval and redesign sit outside it. A low first-year price can also be recovered through annual fees, plugins, lock-in and a second rebuild.

Common quote wordingUsually missingFive-year effectWhat to ask

These are procurement checks, not allegations about any supplier; the contract and written scope govern.

How to choose among the four paths

Template/SaaS fits fast validation and low-budget presentation; AI-assisted custom fits teams with a clear scope that want to compress drafting and prototyping; standard custom fits companies that need brand differentiation, an SEO/GEO foundation and self-operation; premium/multilingual fits multi-site, multilingual, system integration and complex permissions.

PathFitsDoes not fitMain riskDecision signal
Template/SaaS5–100 people, presentation/lead generation, limited budget, validation firstComplex integration, unique interaction, source control or heavy multilingualTemplate limits, platform lock-in, export and SEO controlFirst-year cash is the binding constraint and template limits are acceptable
AI-assisted customA clear page/content list; want faster prototypes and draftsNo content owner; expecting fully automatic AI deliveryAI errors, scope growth, unclear responsibilityThe team can review AI output and the supplier will document human steps
Standard custom10–300 people, brand differentiation, SEO/GEO foundation, self-operationOnly 1–5 presentation pages; no maintenance budgetRequirement changes, acceptance and maintenance ownershipWilling to invest in design, content and ongoing operations
Premium/multilingualGroups, multi-site, multilingual, CRM/ERP/payment/membership integrationSingle-site presentation; insufficient budget or content teamIntegration complexity, long timeline, costly changesA clear API list, content team and project owner

Path selection is editorial guidance, not an industry standard; a company can change paths later, but switching costs belong in TCO.

Who should use it, who should not, and what decisions does it support?

It fits companies comparing website options, reviewing quotes, setting an annual budget or planning a redesign. It does not fit someone who only wants the lowest price, has no content owner, or expects a website budget to predict rankings or inquiries.

Role/scenarioFitDecision supported

FAQ

What does the five-year TCO include, and is tax included?

It includes one-time external costs (build, content, translation, migration, integration, training and contingency), annual external costs (platform/hosting, maintenance, content updates and tools) and internal labour. Amounts are pre-tax CNY by default. Tax, travel, advertising, financing, depreciation and internal IT allocation are outside the model and must be added under the company's finance rules.

Why is template/SaaS cheaper in year one but much closer over five years?

Because content, translation, updates and internal labour occur in all four paths. In the example, template/SaaS has a five-year total of about CNY 290k versus CNY 328k for standard custom, a gap of about 12%, not the roughly 39% first-year gap implied by first-year quotes. Template fees, plugins, export limits, redesign and migration can offset part of the first-year advantage. This is an example, not an industry average.

Why count internal labour, and at what rate?

Internal content, approval, data and vendor coordination consume hours and have an opportunity cost. The default of 24 hours/month at CNY 120/hour is an example assumption, not a wage statistic; replace it with the company finance rate. If you only want cash, uncheck the internal-labour box, but do not ignore it in the decision.

Does AI cut website cost in half?

Not necessarily. AI can speed up prototypes, copy drafts, page generation and some code, but strategy, fact-checking, original design, integration, testing, content operations and acceptance still need people. The AI-assisted path still uses a CNY 12,000 example build cost, not zero, and no cost-halving claim is made.

How are multilingual sites calculated?

Translation is calculated as total pages × each extra language × translation cost per page. The model shows page-language units but does not count language versions as extra pages. hreflang, native review, localisation, local inquiry paths and ongoing maintenance may be additional and should be itemised in quotes and acceptance.

Can this calculator replace a supplier quote?

No. It is a scope and five-year cost planning model, not a quote, contract or audit. Use it to understand the cost structure, then request written quotes with scope, exclusions, tax, payment, IP, SLA and exit terms, and compare them on the same basis.

Why does it not forecast rankings, AI citations or inquiries?

TCO answers cost, not outcomes. Rankings, AI mentions/citations, traffic and inquiries depend on content, competition, platform rules, sales handoff and sampling; they cannot be derived from a website budget. The tool makes no savings, ranking, indexing, AI-citation or inquiry promise.

Which horizon and escalation rate should I use?

The default is five years; adjust to 3–10 years to match the contract, depreciation or budget cycle, and use the same horizon for every path. The default 3% escalation is an editorial assumption for inflation, vendor increases and scope growth, not an official forecast; test 0%, 3% and 5%.

Method and limits

This is a deterministic arithmetic model, not a survey, industry benchmark or supplier score. Defaults come from two source types: template/SaaS annual fees reference Fkw and Alibaba Cloud public price pages (accessed 2026-10-29); build, content, translation, updates, migration, integration, training, tools, internal hours, labour rate, contingency, escalation and horizon are editorial assumptions based on public market ranges and common delivery scope. They do not represent any supplier, industry or region's average. The 30-page bilingual manufacturer example is a fictional scenario, not client data; no unpublished client quote, contract or account data is used.

The model covers corporate marketing/lead-generation website costs only. It excludes large e-commerce, standalone apps, complex business systems, advertising, long-term content marketing, FX, tax, financing, depreciation, internal IT allocation and M&A integration. It does not calculate NPV/IRR or run probability simulations; five-year TCO is nominal cash flow, not accounting profit or ROI. Page-language units are not search-index counts, and cost per page is not a quote unit. Template, cloud hosting and supplier prices change, so verify before use; suppliers may define “page”, “language”, “maintenance” and “migration” differently, so align definitions before comparing.

The tool cannot replace a written quote, contract, finance approval, legal advice, security assessment or acceptance. It cannot predict rankings, AI mentions/citations, traffic, inquiries or savings; no “guaranteed indexing/ranking/AI citation/half-cost” claim belongs in a procurement decision. If quotes or scope are insufficient, collect the missing information rather than budgeting with defaults.

Bottom line

Put build, content, translation, platform, maintenance, updates, migration, integration, training and internal labour into one five-year horizon, then compare template, AI-assisted custom, standard custom and premium/multilingual over the same scope. The first-year quote is only the first line of cash flow, not TCO.
